Request promo code error

I have RHCSA Certification and i want to get RHCE.I finished Red Hat Enterprise Linux Automation with Ansible Course RH294 with book,videos and labs.I want to request promo code for RHCE EX294 exam rha.ole.redhat.com.But i got this error "Sorry! You are not eligible to request promo code".
