DO380: cannot create lab environment

I am now taking DO380.

When I try to create a lab environment, I cannot do so because of the following error:

We are not able to start your lab at this time, our lab capacity in your region has reached the maximum number of users. Please try back again later.

The partner based open subscription by design has limited capacity. Since it is already at capacity - I will suggest you to try after sometime.

You can reach out to the partner or raise a support case for any help.

This error has been going on for about 2 weeks.
How long do I need to wait?
