Yes , as per https://www.redhat.com/en/services/certification/rhca?pfe-t85gg89p4=exams&pfe-2c0jvmz5q=exams , EX380 is listed as suitable to achieve RHCA status.
I'd say that any EX3xx or EX4xx counts towards RHCA status (unless I've missed something).

Not for RHCCD.
Response from Redhat:
"The RHCA developer path is ex378 + 5 certifications eligible for the same path.
However, the ex380 counts only for the RHCE path (system administrator)."
