In DO 180 4.5 Cannot load a CVS with students RHNID, EMAIL

I have created a new DLO180 4.5 clas and I cannot bulk load students RHNID, EMAIL using a CSV file:

RHNID, EMAIL
yufeili@gwu.edu,yufeili@gwu.edu
qiuyu0805@gwu.edu,qiuyu0805@gwu.edu
shechuan_wang97@gwu.edu,shechuan_wang97@gwu.edu

The students RHNIDs are not loaded.

It is possible that I am not building the CSV file correctly.

I have tried with and without the label.

Any suggestions?
