To start with your question, no - the difference between OCP 3.x and 4.x is so big, that the v3 content has very little merit when it comes to managing an OCP cluster. Some things, like RBAC, SCCs, etc., are the same, and conceptually everything is still rather similar, but in practical terms, the way you deploy and configure OpenShift components on a v4 cluster is completely different.
The video classroom, on the other hand, is something that we can not really record prior to course release date, which as you probably know was a couple of days ago, so you will have to wait for it for a bit more.
In the mean time, you can still take the self-paced labs if you're in a hurry - the content is the same.
