Docker build and elevated privileges note on course 4.10 looking for more information.

Trying to understand note in 4.10 course chapter 4  https://rol.redhat.com/rol/app/courses/do288-4.10/pages/ch04

Is this really relevant or some left over from 3.x course material ? I have done the 280v4.10course+cert but could not make sense of this, tried searching the docs to understand what this means as an administrator but could not find anything meaningful to explain this note. Looking for more knowledge on this note. 

Chapter 4. Managing Builds on OpenShift

NOTE

Docker builds require elevated privileges and the Red Hat OpenShift cluster administrator might deny some or all users the right to start Docker builds.
