Is it okay to always work with the priviledged user (root) in the RHCSA exam in order to avoid using sudo and putting password all time hence save time. This came to my concern considering that other file and directory ownership matters. I would like to be clear on this before I attempt my first try.

You need to achieve the objectives as per the exam exercises. Whether you do it using root, a sudo user, or editing sudo rules not to input the sudo password many times should be meaningless.
