If someone failed EX200 v7, passed EX300v7, can he get RHCE by pass EX200v8 ?
and if he can, it is RHEL7 or RHEL8?

As far as I understand, yes. You in order to earn a RHCE certification, you should have an active/valid RHCSA certification and pass any of the two exams that enable RHCE (EX300 for RHEL7 or EX294 for RHEL8).
Note that RHCSA and RHCE certifications are not tied to particular versions of the exam, just whether they are active at any point in time.
