The information you are looking for, will be displayed there. Unfortunately, at the moment, I can't give you any accurate date when these Openstack related exams will be available in Remote Exam. All I know is that various teams are working hard to have more Red Hat Exams, we should expect a few more releases regularly.
Having said that, remember that Remote Exams are an additional offering, and it is still possible to attend EX210 and EX310 in a physical facility, using the "Kiosk" computer. That is, of course, if the exam center is opened, which might not be the case in numerous locations due to the sanitary measures related to the pandemic..
It is a situation where it's harder to manage a study plan, I am in the same situation as you are with RH403 (Red Hat Certified Specialist in Deployment and Systems Management exam). I studied it in May 2020, without ability to attend the EX403 exam. Since then I moved on to other trainings and I will have to spend more time preparing for the EX403 exam again. We are almost 4 months later, and I have no perspective on when I will be able to schedule that. I guess we all have to be a bit more flexible and understanding even if it is impacting us,
