I first passed RHCSA on Feb 20, 2021 and subsequently passed RHCE on Feb 21, 2024. Is my RHCE still valid?

What is your certification ID ? You can verify the same here : https://rhtapps.redhat.com/verify/ 

I think that since your RHCSA expired one day before you earned RHCE - hence you won't be able to download the RHCE cert.

210-020-434 is my ID. Means i have to retake RHCSA in order make RHCE valid again?

Yes you need to clear RHCSA as well :

Poor guy, he missed on it by just one day. Now not only is his RHCSA not renewed for three more years, he also can't get RHCE cause he doesn't have an active RHCSA. This is really unfair.

@morbius I wont call it unfair -  from our part -  because you have sufficient time of 3 years to plan for the certification. Yes it is unfortunate if you miss the important criteria / terms for RHCE / RHCSA.
