A python traceback is insufficient to troubleshoot the root cause of your problem. Your traceback content is different than the one linked from the customer portal, so the issues are not the same. Yours is complaining about not being able to perform a chroot to /var/lib/leapp/el9userspace in order to run an update-ca-trust command.
My first check would be to see if your filesystem is full.
