Outside of attending a class, can anyone recommend a good book for studying for the RHCE exam? Does anyone know if it is possible to purchase the course material without attending a class?

If you're looking for a study book, then I would recommend the one that I used myself - Sander van Vugt’s RHCE guide. He also has a video course, in case you are interested.
Michael Jang's book is also referenced quite heavily in various RHCE forums, Reddit etc., you might want to give that a go too.
The last time I checked (~2 years ago), it was not possible to purchase the RHCE course material without attending a Red Hat training class.
Last but not least, there is a ton of RHCE material on the Internet that might help you:

All the best with your studies!
