An outage message during planned maintence is always displayed on ROL. However very rarely could be an outage due to system error. In such cases is advised to reachout to support staff by opening a ticket from below link and get the first hand information

Labs not getting provisioned for a course or for a customer cannot be regarded as an outage. There could be multiple (technical and non technical) reasons for this to happen. This may have affected individual customer, selected customers or subset of customers in a region. The necessary investigation for such an incident is carried out by the support staff and the affected customers are kept informed accordingly. So I suggest, the first action should be to open a ticket to inform the issue to the support staff.
