The most valuable tools I use to up-skill on Open Source technology are the actual apps themselves.  The second most valuable resource is the open-source communities that exist for a particular technology.

Opensource.com is a highly important resource. Also GitHub is where so much open source code lives... best way to learn is by touching open source directly.
