So I got my certificate of attendance for System Administration I. Would I have to have 100% completion in order to go onto the preliminary exam for SA I, or could I just move onto the preliminary if given the chance?

You should be able to directly go for it.
We recommend you to complete the course and give it a go but if you think you are prepared enough then it should not be a problem.
