ansible-navigator command try to pull the execution environment image which is already existing

Hi guys, on my locally VM RHEL9.4 , after using subscription-manager to install ansible-navigator from RHAAP 2.2, it will try to manually pull the existing ee-supported-rhel8:latest image every time when I type command ansible-navigator.

What is the reason for this?
This is not the case on the RHLS lab environment which ansible-navigator was started directly.

Do you have any solutions or troubleshooting idea?
