Billing System for OpenStack

I'm new to OpenStack and studying it recently. My understanding is that RHOSP is meant for Private Cloud. But what if we want to make it public? I found it needs third party integration for billing although it has metering system.

Please correct me if I'm wrong.

Otherwise, what would be the recommended or most used billing systems for RHOSP?
