In the deployment of OpenShift Container Platform, will there
ALWAYS be a Master node, and at leest one Worker node as
a part of the setup - hence the ad nauseam use of the term
"cluster"?

Not necesarily; we have "Single Node Openshift" where the same system acts both as a master and as worker.

As for highly available supported deployments, the minimum is three masters and two workers (the reason for workers is that some management pods are run in workers and therefore having only one worker would be a single point of failure).
Also there is ongoing certification work to qualify a cluster of 3 masters+workers (3 systems in total) as a supported deployment strategy (but afaik that is on-going).
