I am preparing to present the ex280, is it a good option to wait until the new release 4.16? Or is it planned to have an exam in that version?

No, it's not a good option to wait.The courses/exams are not updated as fast as the Openshift product. Probably we won't even have a course/exam in version 4.16
Prepare yourself and study using the latest version of the course, 4.14
Exam v4.14 objectives have changed a lot from earlier v4.10. Some advanced trainings mention v4.14 training or certification as prerequisite. There was no v4.12 training or certification in between to my knowledge.
