Is Red Hat and its certified partners the only ones allow to publish modules and roles
in Ansible Automation Hub or, are other organizations allowed to publish content in
Ansible Automation Hub as well?

Yes, Red Hat Ansible Automation Hub is for Red Hat and Certified Partners to publish "certified" content collections. This is done because these certified content collection have moduels and are signed collections (mostly). The most important reason here is that the collections and modules downloaded from this location are supported by Red Hat and the Partners. 

This gives assurance that packages (collections/modules) from the Red Hat Ansible Automation Hub will be fully supported by Red Hat and maintains a "trusted" supply chain of collections and modules. This is one thing that makes the Ansible Automation Platform subscription so valuable. This is not unlike the Red Hat RPM respositories that you get with your subscriptions, but the main differentiating thing here is that we have allowed partners to also publish on Ansible Automation Hub.

For private individuals and groups, Ansible Galaxy is where these collections, roles, and modules are published and Execution Environemnt images are published and hosted on Quay.io or some other container registry.

The officially supported EEs from Red Hat come with the AAP entitlements and new images are also hosted on registry.redhat.io.
