Is the Enable Sysadmin Community still alive?  Is there still a Community Manager?

Trevor, unfortunately no. It has been more than 2 years that Enable SysAdmin, Enable Architect, Opensource.com, and some other Red Hat community blogs were deactivated in favor of the centralized Red Hat Blog webpage. Although you can still find the content of Enable SysAdmin in the Red Hat Blog webpage, the community itself is not active anymore.

yes @Trevor I think so, it is active but not sure about any dedicated community manager for it.

@Trevor if you want to publish sysadmin content which is not tied to Red Hat products and corporate strategy, I think Red Hat Developers is a good alternative and it's open to any kind of community-oriented content. After all, many developers manage their test bed environments and require sysadmin skills to do it. You may be surprised on the good stuff you find there that's not strictly developer content.
