How do I buy RHCSA exam in Nepal?

I live in Nepal. So far I've only found one person who books for RHCSA exam. I can't pay via card or something else because that option is not even displayed in red hat web portal while trying to pay. (It asks for training unit).

That person is charging 2x the real price of RHCSA exam which I find really unfair. 

So, I want to ask if is there any way to purchase the RHCSA exam in Nepal fairly?
