I need to know does my laptop need to pass specific requirements to take the exam, like other Red Hat exam? or i only need stable internet connection?

I think PE does not need compatibility requirements like regular exams. So, your laptop should be OK to take the exam ( obviously stable internet connection is mandatory ).
For laptop:
For PC:
You don’t need USB ISO for preliminary exam.

Of course you can have an external monitor connected to your laptop. But you need to close or almost close the display lid so you cannot use the internal keyboard and camera. Therefore, the external camera must be used (normally, for PE exam an external camera is not mandatory, internal is fine) and external keyboard too. All must be USB, no wireless device is allowed.
All-in-one computers are also allowed
Hi, forgot to mention. Regarding the computer for PE exam.
Make sure to have installed and use Chrome browser and be logged in as admin
