Can a file be modified, without its Access Time be changed?

A file can be modified and then have its original access time restored, but it is not preserved by default.

Is the "short" answer to my query, NO?  Asked another way, is your response essentially "NO, a file cannot be modified without the Access Time being changed" ?

Sometimes the bandwidth of my processor makes it a little challenging for me to decipher a response!!!!
