usualy, his password by
# usermod -L usrname
since "must not be able to login to the account by any authentication
means!!!" then id disable his shell by:
# usermod -s /sbin/nologin username
now not even loging with ssh will work
this is not an answer, this is a try, im still studing RHCSA
