Would like to ask if RHV supports PCI HSM card using Utimaco HSM.

Utimaco having procedure or even supporting RHEL, doesn't mean that Red Hat support Utimaco.
"Not Supporting" doesn't mean "doesn't work". Just means that if you face a problem, Red Hat won't be able to help you, since they haven't certified. But Utimaco may support you, and give you help if you face any difficulties.

No, according to https://access.redhat.com/ecosystem/search, it's not supported/certified.
