There are a couple of errors in the Red Hat Enterprise Linux Automation with Ansible 9.0 (RH294), 7.6 guided exercise.
The first is a typo:

The line become_ask_pass=False is not in the [defaults] section in the ansible.cfg that is deplyed to workstation. Instead, it is in the [privilege_escalation] section (where it should be), as seen here:
