How to override a rule in another rule Redhat decision manager

I am doing a case study on how to use redhat decision manager as a rule engine for a Logistics domain application. There is a set of rules which are applicable globally( applicable for all countries using this service) and another set of rules which are country specific. I have a requirement to override these country rules over the global rules.

Eg: There is an address filed in User form. Global rule defines that the Zip code in addres field should be 11 digits. In country rule, it is defined as 5. So if no country specific validation is defined against this field, I need to apply global rule alone.

How this can be achived in Decision manager. Thanks in advance
