This year I would like to do the RH199 Rapid Track crouse and the EX200 RHCSA exam shortly afterwards.
I'm going to do the RH199 as online training and the EX200 as a remote exam. At first I'd like to schedule the exam to have fix point in time when I have to be ready. Is that even possible? Or do I have to complete the RH199 first to schedule the exam, because RH199 is prerequisite for EX200?
As an online training I have 90 days to complete the course which seems quile long compared to the 5 days you have on an on site training. As it's my first time doing an online training I'd like to know what's waiting for me there. I guess there are ebooks oder PDFs, videos and some kind of lab envirionment to train, right? I appreciate if someone would share their experience here with me.
Is it possible to save some of the materials to local storage to used it after the 90 days period where the course ended?

Absolutely! You do not even need to go through RH199 or any Red Hat training. If you feel ready, you can schedule an exam!

You are correct. There is/are:
Part of the training is hands-on exercises so you get a lot of practice.
Is it possible to save some of the materials to local storage to used it after the 90 days period where the course ended?

So you have 90 days access to the lab environment to try everything. Also, the RH124/RH134 are the two courses that cover the objectives for the EX200 exam, with the RH199 being a combination of those two courses (with a small amount of content left out). There are technically no "pre-reqs" for the exams in terms of courses, only recommendations, so you can register for an exam and take it at any time. My suggestions are this ...
You can easily build your own offline lab environment to test your RHCSA knowledge either locally on bare-metal or using virtualization. I would highly recommend if you build your own environment that you only use RHEL 8.2 which you can download as a trial or use the Red Hat Developer Program ... don't use other release versions and don't use any software based on RHEL as some things might be different.
After you've gone through all exercises, create your own scenarios on how you "might" be tested against the exam objectives and use either your own lab environment or the ROL/RHLS provided environment to perform the tasks.
In addition to the application of knowledge and skills learned on the exams, the time management portion is critical. Make sure to not only implement the solution as quickly as possible, you want to check your work and then move on to the next question. I would also suggest moving forward from a task if you truly don't know it and get some easier tasks done. That way you can then come back and attempt those "harder" areas where you can't remember what to do or you need to some trial and error with your commants.
