Uhh....so RHCE's are now called "Red Hat Certified Architects in Infrastructure"? That's even more confusing. I achieved RHCA about two years ago and I found that employers frequently mistake the RHCA for RHCSA. In fact, I was passed over (initially) for interviews that required RHCE.
Or am I confused here? I thought the only way to achieve the RHCA was to get RHCSA + RHCE + five other exams. Is there another baseline by which one can achieve RHCA w/o the RHCSA+RHCE?
No, that's not what's happening. The article is about changes to the Red Hat Certified Architect program. They've already updated the RHCA certification page:

Essentially, the RHCA is now split into two branches. Which branch you are is determined by your "Base Certificate" Either RHCE or [ RHCJD or RHCEMD]. If you earn an RHCA with an RHCE base certificate, you're a Red Hat Certified Architect in Infrastructure. If you earn your RHCA with either an RHCJD or RHCEMD as the base certificate, you're a Red Hat Certified Architect in Enterprise Applications
