I am wondering what are the requirements to be a Red Hat training instructor ?
I will guess that surely one should be a current certificates holder on the courses taught.
Maybe also, to be allowed by Red Hat and employed by a recognized training center.
What else?

Then whom to contact for knowing the steps to become a Red Hat training instructor in NA region? Any standard procedures for applying this ?
You’ll usually find open roles listed here: https://redhat.wd5.myworkdayjobs.com/jobs/. Once you apply, Talent Acquisition screens and filters the applications before passing them on to the hiring managers. Have you come across any open positions recently?

if someone wants to become freelance instructor not going with any of the authorized training partner is there any way to become instructor.
@yogesh13 If I got your query correctly - I think you can become instructor with a training partner like any training institute or may be become an instructor in video training and certification platforms like udemy, pluralsight.
Or last but not the least - YouTube.
If I'm following the intent of your question, I'm assuming you want to do Red Hat Training and deliver training like now. In the event of Red Hat Training you would still need to have an RHCI and be submitted for RHCI training. Additionally, I would imagine you would have an easier time if you sub-contracted and were a 1099 or freelance instructor that did a "contract-sytle" job for an authorized training partner. That keeps it easy all the way around.
