I encountered the same connection problem this morning.
Now it works again.
I missed an hour of training.
It appears that there was a glitch earlier with the ROL portal which caused it to be down for sometime. It was fixed by the concerned team and it is running fine since then.
You can raise a support case in such scenarios to get an update / ETA on the same from the support team which ( real time updates ) you might not get in here.
